ChatGPT advertising is coming to Luxembourg: OpenAI opens its ad platform in 31 European countries on 24 August 2026 (official announcement of 18 August), six months after the start of the US tests; the announcement names nine markets, and AFP coverage specifies that Benelux, and therefore Luxembourg, is included. At the same time, SE Ranking published the first large-scale study of what six months of US campaigns have produced, and its figures set expectations: an ad on one commercial query in four, with targeting that is still approximate.
The facts
- OpenAI opens ChatGPT Ads in 31 European countries on 24 August 2026. Ads only appear for users on the Free and Go plans; the Plus, Pro and Enterprise subscriptions remain ad-free. Advertiser access initially goes through OpenAI's Ads Solutions team, its agencies and technology partners; self-service via Ads Manager will follow later in the summer (OpenAI).
- ChatGPT shows an ad on 25.94% of the 50,006 commercial queries analysed by SE Ranking (20 sectors), a rate close to the 29.45% the same team measured on Google's AI Mode.
- 14.35% of the ads shown have no thematic connection to the query, roughly one in seven; in the Relationships (51.1%) and News/Politics (54.2%) categories, more than half miss their target.
- In 96.37% of placements, the advertiser appears nowhere in the sources cited by the generated answer above its ad; the exact advertised URL is cited in only 0.09% of cases.
What can a Luxembourg advertiser expect from 24 August?
The European roll-out follows the model of the markets already open, with ads visually separated from the answers and, according to OpenAI, no sharing of conversation content with advertisers. Campaign management, for its part, remains rudimentary at this stage: no Quality Score, no search terms report, no visibility on the conversations in which the ad appears. The CPCs observed by the first advertisers range from $1.50 to $4. For an ad platform only six months old, nothing unusual: OpenAI was already communicating on the 50% drop in rejection of its ads, an indicator of acceptability rather than of performance.
SE Ranking also tested the platform with its own budget: around 97,000 impressions and 1,263 clicks in two weeks, but very few sign-ups. Its B2B target, search professionals, mostly pay for their ChatGPT subscription and therefore fall outside the advertising scope. The mechanics worked; the eligible audience did not match. The lesson applies to every advertiser: a B2C player will reach a far larger share of its market than a B2B player, whose decision-makers often use paid versions, precisely the ones that will never see an ad.
