In Luxembourg, a provider that trains the employees of other companies must hold an establishment authorisation as manager of a continuing vocational training organisation, granted on the opinion of the minister responsible for vocational training. The company training its teams can, for its part, apply to the State for co-funding of 15% of its annual training investment, handled by the INFPC, to be filed within five months of the end of the financial year and by 31 May at the latest. Google offers nonprofit organisations up to 10,000 dollars a month of text ads on its results pages, shown on their own or below paid ads. In Luxembourg, the programme is open to ASBL, public utility foundations and public utility organisations, after validation by Goodstack, Google's verification partner (eligibility criteria). Getting in takes a few days. Keeping the account requires meeting the programme compliance guide every month, starting with a 5% click-through rate, failing which the account is deactivated without further warning. What the credit is worth to a nonprofit in the country therefore depends as much on monthly management as on admission.

In the first quarter of 2026, Luxembourg counted 232,919 cross-border employees out of 495,775 employees in total, 47% of salaried employment, according to STATEC data: 130,163 live in France, 51,464 in Belgium, 51,292 in Germany. These people spend their days in Luxembourg, and their evenings, weekends and online purchases in another country. A campaign set to Luxembourg reaches them during office hours and loses them as soon as they go home. A campaign set to their home municipality reaches them at home and misses the searches they run from the office. The right setting requires knowing these figures and the actual options of the ad platforms.

The census of 8 November 2021 asked residents which languages they usually speak, at home, at school or at work. The STATEC publication RP2021 no. 8, Une diversité linguistique en forte hausse (December 2023) gives the answer: 61.2% speak Luxembourgish, 50.8% French, 25.7% English, 22.5% German, 19.8% Portuguese, two languages per person on average. The country had 690,959 inhabitants on 1 January 2026, 46.6% of them foreign nationals. A campaign served in a single language therefore reaches, at best, half of the residents in the language they use every day. The census does not say which language each person understands; it says which ones they use, and where.

On 8 September 2026, AIxH publishes its GEO audit of home insurance in Luxembourg: 22 Google searches reproducing an individual's buying journey, recorded on 28 August, and four insurers tracked, Foyer, AXA Luxembourg, Baloise and LALUX. Google's AI Overview, the answer written by its artificial intelligence above the classic links, appears on 20 of those 22 searches. The best-covered brand, Foyer, is named in only 13 of the 16 answers where it could have been. ChatGPT advertising is coming to Luxembourg: OpenAI opens its ad platform in 31 European countries on 24 August 2026 (official announcement of 18 August), six months after the start of the US tests; the announcement names nine markets, and AFP coverage specifies that Benelux, and therefore Luxembourg, is included. At the same time, SE Ranking published the first large-scale study of what six months of US campaigns have produced, and its figures set expectations: an ad on one commercial query in four, with targeting that is still approximate.
