On 2 July 2026, Statec, the Chamber of Commerce and the Ministry of the Economy presented the Global Entrepreneurship Monitor (GEM) Luxembourg 2025/2026 report: only 24% of entrepreneurs now expect a strong positive impact from AI on their growth, against nearly one in two last year. Concerns about data security and cybersecurity are holding firm, which changes how an AI tool should be pitched to businesses.
The facts
- Only 24% of Luxembourg entrepreneurs anticipate a strong positive impact from AI on their company's growth, against nearly one in two in the previous edition of the report.
- 32% of early-stage entrepreneurs consider AI very important to their strategy (against 34% in 2024), a level that places Luxembourg above the European average but costs it first place, now held by the United Kingdom.
- Concerns about data protection and cybersecurity remain high according to the report, with no measurable year-on-year decline communicated.
Why does AI inspire less enthusiasm without inspiring less distrust?
Last year, the conversation about AI in business turned on a promise of spectacular growth. That promise is fading: real usage is replacing abstract expectation, and entrepreneurs now measure what AI actually changes instead of what it might change. Distrust about data does not follow the same curve. It hangs on a separate question, independent of usage experience: who controls the information, and where.
For a Luxembourg company testing a chatbot today, two practical criteria weigh more than enthusiasm or fear. The first is where and how it is hosted: does the data stay in Europe, is it used to train a third-party model, who keeps control of the server. The second is the real cost of the test: the Ministry of the Economy's SME Packages AI programme funds 70% of the eligible costs of an AI project worth between €3,000 and €25,000 excl. VAT, up to €17,500 in aid (Guichet.lu).
AIxH's view
That is precisely what our sovereign AI chatbot offer covers: hosting that AIxH keeps control of, full customisation and direct integration of forms, with none of the black-box logic of a tool rented by the year. The subscription, from €450 per month, is eligible for the SME Package AI. If your company wants to test without committing a disproportionate budget, the question to ask is who keeps control of your data, however impressive the tool.
