The digital maturity diagnosis for Luxembourg SMEs, 100% funded through Fit 4 Digital, leads to a costed action plan. Its implementation then falls under another mechanism: the five SME Packages of the Ministry of the Economy, including Digital and AI, which fund up to 70% of the projects selected.

The facts

  • Fit 4 Digital, run by Luxinnovation, funds a diagnosis at 100%, meaning €5,000 excl. VAT fully covered by grant.
  • Since March 2025, the five SME Packages cover up to 70% of eligible costs, between €3,000 and €25,000 excl. VAT, up to a maximum of €17,500.
  • The SME Package Digital funds the rollout of generic digital tools: website, digital marketing, ERP, electronic invoicing.
  • The SME Package AI specifically funds an artificial intelligence project that has already been identified, within the same cost range.

How do these schemes fit together within a single project?

Fit 4 Digital funds a diagnosis carried out by an approved consultant, selected by Luxinnovation, which results in a costed action plan covering IT infrastructure, IT security and software. The company remains free to follow it or not. Implementing that plan falls under a separate mechanism: the SME Packages, managed by the Ministry of the Economy through the House of Entrepreneurship or the Chambre des Métiers, which require a pre-analysis before any application is filed, followed by approval of the grant application by the Ministry of the Economy before the project starts. Eligibility requires, in both cases, a business permit and compliance with the SME criteria on headcount, turnover and annual balance sheet.

The SME Package Digital and the SME Package AI share the same rate and the same cost range, with a different scope. The first targets a generic digital tool, whatever the sector. The second targets a specific, already costed artificial intelligence project. Choosing the right package therefore depends on the nature of the project; its budget and the size of the company behind it play no part. The packages are not mutually exclusive either: each one funds a separate project, and the same SME can use the Digital package for a first project, then the AI package for another.
